In 1995, Hugo joined C.C. Carlton Construction of Austin, Inc., which became C.C. Carlton Industries, Ltd. in 1999.  During his 5-year tenure at this multifaceted construction company, annual billings increased from $1 to $32 million in public works and private development construction.  Construction projects ranged from the Travis County Regional Parks to the Lakeway/M.U.D. Wastewater Treatment Plant.  Notable Projects are the LCRA/Lakeway Regional Raw Water Intake which has a floating barge on Lake Travis.  It houses four raw water pumps with 150 hp motors, 250 feet of 16-inch flexible rubber hose and steel manifold and a sophisticated state-of-the-art control.

In June 2000, Mr. Elizondo formed Cuatro Consultants, Ltd.  Cuatro is a full service civil engineering consulting firm specializing in the design and permitting of private development and public infrastructure projects.  Design projects include site development, new subdivisions, feasibility and yield analyses, and general consulting engineering services. 
Notable previous construction Projects Include the subsurface drainage system for the Fazio 2 Golf Course at Barton Creek.  This unique course lies along the environmentally sensitive Barton Creek watershed.  Elements at this golf course included the construction of the main irrigation pump station at Pond 9, a booster pump station, and two water quality ponds which recirculate storm and irrigation runoff.  C.C. Carlton Industries, Ltd. also constructed the Southeast and Northeast Metropolitan Parks for Travis County.  These two new parks included all earthwork, access drives, parking areas, ball fields, concession and picnic pavillions, restroom facilities, offsite and onsite water and wastewater improvements, irrigation ponds, pumping station, sprinkler systems, electrical and field lighting, landscaping, tennis and basketball courts, soccer fields, equestrian center, hiking and biking trails, and various playscapes.
In 2012, Hugo and his brother Richard formed 4E Construction Services, LLC to provide Clients with competitive pricing and quality workmanship.  Hugo provides building and construction trouble-shooting expertise.

Richard Elizondo

Richard joined C.C. Carlton Industries, Ltd. as a Utility Foreman and was quickly promoted to the position of General Superintendent of Utilities where he oversaw all wet and dry utility crews.  He was engaged at C.C. Carlton for 15 years.  During his tenure at Carlton,  Richard directed 250 utility crew personnel working in the Austin and Central Texas area. His last 5 years at C.C. Carlton he was citizen Vice President of field operations.
Richard has extensive experience with various types of construction including earth work, utility infrastructure, subdivisions development, and site work.  Other areas of expertise include carpentry, masonry, welding, construction layout, and general contracting.  Working as a Foreman with the Resort Ranch of Lake Travis, Austin, Texas, Richard assisten in the  construction of the elevator shaft, scenic overlook, and the floating dock to the resort marina.  Experience at  Spillar Boat Dock and Boat Lifts gained him knowledge in marine welding, and building boat docks and lifts on Lake Travis.  One unique project included a 140- foot tram down a steep slope to the Lake surface elevation.
Richard is responsible for all field operations, general construction management, review of final bid estimates, and changes to the scope of work.  He meets with Clients and Inspectors as required during the construction phase of the Project.

Edgar joined 4E Construction Services, LLC in 2014 as a Project Estimator/Project Coordinator.  He is responsible for evaluating specifications and drawings, and processing bids.  He ensures all project elements are identified in order to accurately bid Projects.  Edgar works closely with Hugo and Richard to confirm bidding procedures and proposals are complete and competitive.
Edgar previously worked as a Maintenance Supervisor/Project Planner at Lencho's Industrial Services planning and coordinating projects within the Austin and San Antonio areas.  Coordinating between staff and plant personnel was a major component of his responsibilities.  At times he had over 50 crew members working under his supervision.  The company is well-known in the Central Texas area for completing maintenance and fabrication of existing concrete and industrial plants.
